Public Folder Replace Permissions How to? (Exfolders)

I thought using ExFolders was a good idea. So far it is but only one at a time. My client has several folders, sub-folders in their Public Folders. 

When I attempt to run a Custom Bulk Operation, apply the Folder Permissions set to Replace ExFolders log files state:
Replace permissions failed with exception: SecurityPrincipal must at least have a valid index string.

Can't seem to find anything on that error. But manually removing old permissions and adding the right ones in works. 

I've also attempted the .\AddUsersToPFRecursive.ps1 script and one other but they only add and not replace. 

Is there anything I could try to allow me to Replace current Public Folder permissions recursively?
