bypasssenders list works with Outlook 2003?

We are trying to add some generic email addresses to bypasssenders list to prevent these emails go to Outlook Junk folder (according to Outlook junk setting).  It works with Outlook 2010 but not Outlook 2003 (SP3).  Does Outlook 2003 support global bypasssenders list of the Exchange 2010 server?   

On a relate note, is there a test pattern for Outlook junk filter?  I tried GTUBE but Outlook didn't flag it as spam.
