I'm performing an Exchange 2003 to Exchange 2010 migration and have hit a wall with this Unable to Relay problem.
The setup:
I am running Exchange 2010 SP2 on Windows Server 2008 R2. I've completed the migration over to 2010 from 2003 without issues in terms of mailboxes, public folders, oab, etc... The 2003 Exchange has been uninstalled and demoted as a DC at this point. All roles now lie with the new DC and Exchange server. (Separate machines) I am able to send and receive internal mail and send external mail. I am unable to receive external mail.
We have FOPE configured and it is pointing to the correct WAN IP as that part has not changed. I've made the necessary adjustments to our firewall to allow SMTP traffic to flow to the new Exchange server. I'm able to Telnet to the server from an external address on port 25 and successfully test send, but get the relay error when testing RCPT TO:. Here is the bounce message the FOPE server records:

I've tried recreating the receive connectors using the follow article as a guide:

This did not work obviously, or I would not be posting here.
