Transport rule to send BCC whenever user send/recive mails internal/external

Hi,

I want to achieve send bcc whenever user send and receive  mails from internal or external users in a single. I can archive this with two different options for inbound mail forwarding from user proprieties and for send mail a bcc transport rule. Can it be archive in single transport rule?
