OOF not working on specific server

Hello everyone,

we have two mailboxserver 2010 and one 2016 CAS Server and also one 2010 CAS server. 
The mailboxservers named them MBX1 and MBX2. All users on MBX2 can activate thier oof-rules, but it doesnt working. Get-Mailboxautoreplyconfiguration displays that everything is correct, but it isn't.
When I run Get-Inboxrule -includehidden for this user it only shows one rule: "MSFT:TDX OOF Rules".

When a user on MBX1 is activating OOF, get-inboxrule -includehidden displays two additional rules:
"microsoft.exchange.oof.int..." and "microsoft.exchange.oof.all..." and OOF is working fine. 

I have restarted MBX2 but it doesn't help. this behaviour occurs since 4 weeks now. I also tried to set autoreply via powershell for a mailbox with the same results. Outlook and OWA is displaying the OOF-Information set via powershell, but the two rules arent there. 
This behaviour goes also vice versa. When a OOF is still active on MBX2 the user cannot turn OOF off. Get-Mailboxautoreplyconfiguration displays that oof is disabled, but get-inboxrule -includehidden still shows the 2 additional rules. 
In this case it helps when the users start outlook.exe with parameter /cleanrules. Then the two additional oof rules are deleted and OOF is really turned off. 

In general: inboxrules are working fine. When a user sets a rule in owa/outlook it shows up in get-inboxrule and its working. Only the two OOF-rules on MBX2 cannot be created or deleted by outlook/owa/oof assistant

What can i do? I'm running out of Ideas
