Some users (not all) get "Your automatic reply settings cannot be displayed..."

A few of my Exchange 2010 users get this error when they try to add an OOF message:

"Your automatic reply settings cannot be displayed because the server is currently unavailable. Try again later."

It works on OWA for all users. It works in Outlook for almost all users (approx 4000). We are running Outlook 2010 in cached mode for all users.

Erasing all cached Outlook data and creating a new Mail profile sometimes works to fix the problem.

Disabling the mailbox, cleaning the host database, and then reconnecting the mailbox works.

Autodiscover settings are correct.
The server certificate is correct.

Any ideas what is causing this and how to fix it?
