Move To: recipients to Bcc: field automatically

I'm looking for a way to automatically move multiple recipients from the to field to bcc. A customer inadvertently sent an email to 350 people that should not have seen each others email addresses. Can a transport rule strip the recipients from the to field, move them to the bcc and then replace the sender email address into to to field. Thanks in advance.
