set-mailboxjunkemailconfiguration enabled false means that outlook junk mail filter disabled?

Hi,

I am using exchange 2010 and outlook 2010. Our organization's disabled exchange junk email configuration because we have a third party antipspam device.

However, i still would like outlook junk mail filter to work, for users to manually specify emails they want to block. However, my outlook junk mail filter is not working.

Does setting the mailboxjunkemailconfiguration to false on exchange disables outlook junk email filter?

If not, how do i get the junk email filter to work? It is not filtering emails specified in my block list. My junk email setting is set to no automatic filtering.
