Transport Rule to Sender Confirming Send

I'm wondering if it's possible to setup a Transport Rule that will return the e-mail to the user requesting confirmation before the message is sent.  Here's what I'm thinking.

1. User A sends an e-mail.

2. Transport Rule identifies what it thinks is a social security number.

3. Rule returns message to user indicating this and altering user message will be sent encrypted.

     a. At the same time a Bcc to our Security Officer is added.

4. User would have ability to confirm or deny the sending of the message, like a Moderator.

5. End

Any thoughts on this?
