Getting network error setting up Exchange 2010 DAG

I've been trying to get a DAG setup between two Exchange 2010 servers for a while now but have been going in circles, I could really use some help.  The scenario is two Exchange 2010 SP2 servers running on Server 2008 R2 Enterprise.  One server is at my primary site and the other is at a DR datacenter.  Both are in the same AD site connected over a Cisco VPN using two ASA5510s.  Spam is handled by a Websense server (smart host) on the front end of the main server. The primary server is fine and works normally but when I power on the other exchange server mail starts getting queued up in Outlook outboxes and stays there until I shut down the second server and reboot the primary.  When I attempt to setup a DAG I can add the primary server no problem but with the second I get this error:

 Error: Cluster API '"CreateCluster() failed with 0x35. Error: The network path was not found"

I see very few others reporting this particular error and I'm at an impasse.  I thought at first it may have been a VPN issue blocking ports but I no longer beleive that to be the case after working with Cisco.  I'd very much appreciate any advice on this one.
