Email from outside vendor with attachment not being delivered to internal user but Message Tracking log says it is?

Running Exchange 2010 SP2.

Client running Outlook 2010.

Have one particular user who cannot receive an email from a particular sender if that outside sender includes an attachment in the email.  Size does not matter (that's what she said).  Sending this same attachment from my gmail account to this internal user goes through with no issues.  The sending user claims to never receive any sort of NDR.


It appears that it is delivered yet I cannot find it anywhere in any type of Junk Folder and cannot see where any rule is grabbing it.  Used Advanced Find to locate the message and it simply is not in sjones' mailbox.

Any advice would be greatly appreciated.
