Personal Archive Policy not showing in OWA or Outlook 2013

I have turned on Archiving for two users. We are running Exchange 2010 SP 2 and Outlook 2013 Professional Plus (Volume License). Both users also have Lync 2010, Project 2010, and Visio 2013. We are also using a UM server.

For one user, I have the default Archive and Retention Policy defined. The other user I have a custom retention Policy defined.

Using either method, we can see the Archive folder, but when trying to apply the personal policies to folders, we do not see any options for this.

For OWA, we left click on the folder, and when the menu shows up, we do not see retention policies in the selection list.

For Outlook 2013, the Polices button is not showing in the Folders tab on the ribbon.
