Can't remove mobile device partnerships from Exchange 2010

 I have an SBS 2011 Standard server and I’m trying to do some housekeeping in Exchange by using EMC’s “Manage Mobile Phone” option to remove partnerships for devices that  users no longer have.

For a handful of users, proceeding through the EMC wizard removes device partnerships successfully. For most users, however, the process fails with an error (see screen shot below) saying the device could not be found.

Here’s what I know:

1. This SBS 2011 Server was migrated from an earlier WS 2003 server/domain (not SBS).

2. The error message references the user/device as belonging to an OU that the user/device no longer belongs to. (All users were moved into the standard SBS MyBusiness/Users OU post-migration—this has been verified by checking ADU&C.)

3. The few users that I can successfully remove devices for are the ones whose accounts were created on the SBS server (i.e. they did not exist prior to the migration).

Best as I can tell, the partnerships that I can’t remove are the ones that existed before the server migration took place. It seems that even if the user existed before the migration I can remove the partnership as long as the partnership created post-migration.

I tried moving the user temporarily back into their old OU, restarting EMC, and reattempting the removal. When I do that I get the same error but this time it says it can't find the user in the OU I just moved him FROM. In other words, EMC always references the last OU the user was in, not the one they're in currently.    

I'm not sure what else to do. Any suggestions on how to best remove these stuck, stale, device partnerships would be greatly appreciated.
