Do Active Directory Contacts have to be mail enabled to be a member of a Exchange distribution group?

We are having a problem with Active Directory Contacts getting out of control in our Active Directory..   Most of them have been mail enabled in the past so that they can be added to Exchange Distribution Lists...   Today I came across one that is not Exchange mail enabled and is part of a distribution list.   My guess is that someone via Active Directory just set the correct attributes so that it is a member of the distribution list..

So, my question is, is there a way to do this so that we don't have to touch the objects with Exchange?

Really appreciate the feedback I get in this forum, has been very valuable..
