Resource Mailboxes - Stopping invites before approval

In exchange, we are trying to utilize the use of the resource mailboxes for booking conference rooms.  We are designated a delegate to approve/disapprove the use of the room.  So our booking goes something like this:  A person sends in a meeting request to the resource, the automated booking attendant sends a reply saying that your request is tentative and awaiting approval from the delegate.  The delegate receives the email and approves/disapproves of the use of the room.  All that works beautifully.. EXCEPT.. if that person sets up a meeting, requests a room, AND sends out invites to all the people that he/she wants to attend the meeting on the same meeting request (the attendees and the resource are all on the same invite), everyone gets an invite to the meeting BEFORE the room gets approved.  Is there a way to set up the resource mailboxes to hold off on the attendee invites until a room gets approved?
