Shared inbox folder emails not showing up to all "sharers"

Hi!

I have 3 users. user 1 2 runs outlook 2010 and user 3 runs outlook 2007. We have a exchange server 2007 and the 3 users have an inbox they share. Called "sharedbox" the sharedbox has folders inside of it. lets call one of the folders "folder2".

All users can see that there are 3 unread items in folder2 yet only user 3 can see the actual emails. the others just get the little (3) blue text next to the folder name. 

I have turned of "download shared folders" and "use exchange in cache mode" for all users and the issue is unresolved.

How do i troubleshoot this issue?
