Exchange 2010: Unable to add PR_EFORMS_LOCALE_ID property to an Organization Forms Library.

Dear ALL,

Our mail server is using Exchange 2010.
we want to create an Organizational Forms Library. And configure in outlook 2010 on client as well. However, we have problem when we add ID to PR_EFORMS_LOCALE_ID. Could you give some tips to fix the issue?

I use MFCMapi.exe.x64.15.0.0.1035 to add the property.
