Force routing of internal domains across internet - Exchange 2010

Have a situation here and need some advice.  We are a global organization and have multiple domains in the same forest, with multiple child domains.

A hurricane has knocked out our connection between North America and Europe.  North America domains are 'domain.com' and Europe domains are 'Domain.eu, domain.fr, domain.net, etc'

Problem right now is that since our connections between the sites are down for an extended period of time, our mail is sitting in queue unable to be delivered.  We can deliver mail fine to any external domain, just our primary and secondary pipes responsible for connectivity between sites happens to be out right now. 

How can i force email between the child domains to be delivered across the internet? 

This was simple with Exchange 2003 and prior, but with 2007 and 2010 it relies on AD configuration for internal mail flow.  Just need a work around until the pipes are brought back online.
