Exchange 2010 Retention and Legal Hold Question

I have a client who has a policy where users go through their mailbox and tag messages they want to keep (6 months, 1 year, 3 years, 5 years, etc). They also have a policy to delete items from the mailbox older than 60 days, but anything that is tagged gets moved to the online archive. Once in the online archive, items get deleted as they are expired.

Now if a user gets placed on legal hold, they want the user to be able to delete items that are not relevant to the case, and still be able to move items to the online archive. However, they don't want the items in the online archive to expire or delete. My thoughts are to have a separate policy identical to the original one, but not contain a deletion policy. Therefore, the user can continue to tag messages and for it to be moved to the online archive once it's older than 60 days, but not delete.

In short, the question is, will this work? The long question I have is, if I have to apply a no deletion policy to a user that was participating in the original retention policy I mentioned above, what happens to those messages in the online archive that is marked for expiration? Does the Managed Folder Assistant see that the message is expired, but doesn't delete because there's no deletion policy?

I don't want to use the Legal Hold option in Exchange because that'll prevent the user from deleting all messages, and I want the users to be able to delete items that are not relevant.
