Owner Approval Universal Mail Security Group

I setup a Exchange 2010 universal mail-enabled security group, assign an owner and setup the membership approval to owner.

When another user tried to join the group in Exchange control panel (ecp), it keeps getting permission denied. I changed the membership approval to open and it still doesn't work.
