Exchange 2003 -> 2010 Public Folder Replication not working

My setup is an Exchange Server 2003 on Server 2003 Active Directory.  I'm aiming for a period of coexistence with eventual removal of the Ex2003.  I was working through the Exchange Deployment Assistant over the weekend and I got to the part about Public Folders.  The claim is that you can just run Public Folder Management Console on the Ex2010 machine, but my Default Public Folders is always empty.  Also, the shell command "get-publicfolder -recurse | fl name,replicas" always returns an empty tree.

Here's where it gets strange.  From my Ex2003 machine, I can run the System Manager tool and individually set Replication to the Ex2010 machine on any of several folders in my Public Folders tree.  On some, it will say the Ex2010 copy is "Local Modified", others it will say "In Sync".

But none of this shows up when I actually get on the Ex2010 box.  I am completely missing the hierarchy.  On top of that, there are no errors left in the event logs that I can see.  So I have no idea why my Ex2010 machine has not received a copy of the hierarchy.

I have configured offline address book and schedule free/busy replication, and those show up in the Public Folder Management Console just fine.

It's like the Deployment Agent has missed a step somewhere.  Something super obvious.  I've gone through many pages of technet posts and forum posts and google searches, but I've still not been able to find anything to solve this.
