i am totaly baffelled by the RBAC - I am trying to do something rather simple but cannot find how..

using the ecp >> rules and auditing >> user roles I am trying to create a situation so that only a certain security (and distribution) grp  is assigned distribution groups >> check the myDistributionGroups check mark.

I have 2 aims here:

1. That only a specific scope (said universal security/dist group) will have the above permission and NOT all users.
2. idealy they (members of grp) would be further limited to ONLY be able to alter membership of the grp the own but NOT create new dist groups.

I have been reading (too much perhaps..) and am now quit lost..
