Only redirect and forward rules not working.

We noticed some auto-forwarding rules were recently not working on an account. We have found out that only 'auto forward' or 'redirect' do not work. Things like 'move to folder', 'flag' or even 'auto reply with template' do work just fine. We have also found out this is occurring on every mailbox in our environment (about 100). All the emailing is done internally so it is not going to an outside email address.

Some mailboxes were migrations from 2007 while others have been freshly made accounts since then that still have the problem. I have tried the /cleanrules switch on a few accounts and obviously made and remade various rules but none will forward. When I check the exchange tracker, it doesn't even show it is trying to forward the emails (ie: emails are not getting lost or bounced back). There are no errors I can find on any client or the server showing why this part is not working. I also tried creating the rules using OWA (as I read somewhere) but that didn't help. Regular emails are obviously arriving correctly.

Is there some log I should be looking for to see what error is occurring?
