Really high memory usage on Exchange 2010 SP2 rollup 1 server

From reading various articles posted on this forum I understand that Exchange 2010, specifically the store.exe process, is designed to use almost all available memory.  Based on several articles the memory should be somewhere between 90% and 94%.  However on my server I am seeing 99.7% usage on average.  I have Exchange running in a vmware VM.  I have 8 vProcs, 48GB of memory, and a 72GB pagefile.  Also we have about 1400 users.  Hub, Transport, Client, and mailbox are all running on this one server.  This high memory utilization seems to periodically cause outlook clients to receive a "please wait" popup message.  I also see periodic 100% spikes in CPU utilization from store.exe (all eight processors are utilized with this happens).  Any thoughts or suggestions from anyone would be appreciated.
