Managing Photos in Exchange/Outlook/Lync by Country

Hi All,

I have been googling and have not found anything helpful.

Here is my dilemma:

I am at a multi-national company. They would like to implement photos in Outlook/Lync. Unfortunately many countries require an opt-in to show the photos.

Is there currently a way to manage photos by country to comply with local law?

This may require users to upload or at least approve their photos.
