Do not require SMTP authentication except if you are using existing email address

is there a way to achieve this in exchange 2010 and how:

Users are able to send emails without SMTP authentication, but if they try to use email address that is already used in exchange (mailbox, distribution group or mail enabled public folder) - then require authentication.
